The State Council’s ruling according to which the first bail-out-mandated public sector reserve drive was unconstitutional is troubling the coalition government, as the redundant civil servants must now return to their posts, jeopardizing the agreement with the troika regarding recruitments.

The coalition government has come to an agreement with the troika regarding the number of annual recruitments, so it has attempted to stall the relevant procedures. According to a document circulated by the Ministry of Administrative Reform, a ministerial decree is necessary, to ensure that the ratio of 1 recruitment per 5 departures is preserved.

During this first wave of suspensions, the posts of the civil servants were unconstitutionally abolished, meaning that they must be restored, raising the overall number of public sector employees. To that end, the Ministry of Administrative Reform is adding new demands and requirements to ensure the preservation of the 5:1 departure-to-recruitment ratio.
