According to a report by the Open Society Justice Initiative Greece colluded with the CIA in its rendition program, by providing stopovers for flights carrying detainees. The European Parliament expressed serious concerns over the CIA stopovers in Greece.

The report entitled “Globalizing Torture” explores the CIA secret detention and extraordinary rendition program. Along with Greece, 53 other countries are also involved in similar operations with the CIA, such as Germany, Great Britain, even Iran. As mentioned, Greece permitted use of its airspace and airports for flights (used by the CIA) that on many occasions came from or were bound for countries linked with extraordinary rendition circuits and the transfer of detainees.

A 2006 Council of Europe report indicates that Greece could be held responsible for “collusion” with the U.S. extraordinary rendition program involving the unlawful transfer of detainees. The report on Greece concludes by noting that there are no known investigations relating Greek participation in CIA secret detention and extraordinary rendition operations.
